Measuring whether learning is actually improving
Education programmes are judged on enrolment numbers more often than on whether children are learning. DEVMENT designs evaluations that go beyond attendance registers to ask the harder question: are pupils reading, computing and completing school at the rate a programme promised? We apply the same Baseline, Midline and Endline discipline we use across our other sectors to teacher-training, school-feeding, scholarship and school-infrastructure programmes.
Because Kenya’s Competency-Based Curriculum (CBC) assesses competencies rather than recall alone, our instruments are built to capture both academic outcomes and the softer indicators — participation, retention, transition to the next level — that a CBC-aligned programme is actually trying to move.
